Preheat oven to 350 degrees F. Grease or line 24 muffin cups with paper liners. Combine flour, oats, pumpkin pie spice, baking soda, baking powder, and salt together in a bowl. Whisk pumpkin puree, brown sugar, white sugar, oil, applesauce, eggs, and vanilla in a separate bowl. Stir flour mixture into pumpkin mixture; mix well. Fold in raisins. Pour batter into prepared muffin tin. Sprinkle each muffin with streusel topping. Bake 25-35 minutes, until a toothpick inserted in center comes out clean.
Streusel Topping Mix flour and sugar, mix in butter with a fork, and mix in oats until streusel topping is crumbly. Streusel Variation 1 cup oats, 1 Tbsp flour, 1/3 cup brown sugar, 1 tsp cinnamon, 1/4 tsp pumpkin pie spice, 1/4 tsp nutmeg, 6 Tbsp cold butter, cubed, 1/4 cup chopped pecans |
